The Ministry of ICT & National Guidance, under the leadership of Permanent Secretary Dr. Aminah Zawedde, recently organized a strategic meeting focused on Business Process Outsourcing (BPO). Hosted by the State House Investment Protection Unit and organized by Col. Edith Nakalema, the session explored BPO’s role in job creation for Uganda’s youth and its potential to position the country as a global service hub.

The meeting brought together key stakeholders in BPO from government, academia, and the private sector to discuss strategies of leveraging BPO as a solution to youth unemployment. Discussions centered on increasing collaboration among industry players, attracting foreign investment, and improving Uganda’s standing in both regional and global BPO markets. Additionally, participants examined ways to create a business environment that supports youth employment and long-term economic sustainability.

Dr. Zawedde highlighted the necessity of strong policy execution to support BPO growth. “We have a policy in place with clear recommendations on how to make BPOs thrive. We must establish the right policies and create an enabling environment for any business to succeed. BPO has the potential to operate as a 24-hour service. Let us focus on generating local demand and driving growth in this sector,” she said.

She also noted President Yoweri Museveni’s commitment to leveraging BPO as a tool for economic transformation. She stated that the president views technology-driven BPO services as a means to generate significant employment opportunities for Uganda’s youth. Success in this sector, she pointed out, hinges on implementing appropriate policies and fostering a conducive business environment.

Prof. William Bazeyo, Chairperson of the BPO Council, urged stakeholders to enhance public understanding of BPO and its diverse applications. He clarified that BPO extends beyond traditional call centers and ICT functions, playing a crucial role across multiple industries and becoming an essential part of modern business operations.

The session underscored the importance of collaboration between government entities, educational institutions, and private businesses to strengthen Uganda’s position in the global BPO landscape. Stakeholders aim to attract investors, generate employment opportunities, and drive economic growth through coordinated efforts and strategic partnerships.
